Description:
The snow is gone and the frost is still coming out of the ground in places.  There is very good surface moisture,  All low areas are full of water from the 6 inches above normal rain and snow since November.  There are huge lakes in some farm fields where there is no outlet,  Ditches and sloughs are full and the lake levels are above normal, as well as marshes.  The lower Baraboo River is slowly falling but the low lands and bottom farm lands  still has a lot of flooding.  The Wisconsin River is on the rise, and will continue from the snow melt in Northern Wisconsin.  Farm fields are muddy.  The threat of spring wildfires is upon us from a  stretch of dry weather. and leaves and dead vegetation has dried out.
